Impressive features & cost ($30!) for iPAQ Handhelds. Includes TTS (Text to Speech) as well as speaker-independent voice recognition; they claim a vocabulary of 500 words!

System requirements (from their website);

• 5-10 MIPS ( 6 typical)
• Less than 200 KB RAM
• Less than 200 KB ROM
• 8 kHz sampling rate
• Telephone microphones acceptable

Wow. JAVA API support too.
